AN 3.136 Arising – Uppādāsutta
1.1
“Bhikkhū, whether Realized Ones arise or not, this law of nature persists, this regularity of natural dhamma, this invariance of natural dhamma:
“Uppādā vā, bhikkhave, tathāgatānaṁ anuppādā vā tathāgatānaṁ, ṭhitāva sā dhātu dhammaṭṭhitatā dhammaniyāmatā.

all conditions are anicca.
Sabbe saṅkhārā aniccā.
1.3
A Realized One understands this and comprehends it,
Taṁ tathāgato abhisambujjhati abhisameti.
1.4
then he explains, teaches, asserts, establishes, clarifies, analyzes, and reveals it:
Abhisambujjhitvā abhisametvā ācikkhati deseti paññāpeti paṭṭhapeti vivarati vibhajati uttānīkaroti:

‘All conditions are anicca.’
‘sabbe saṅkhārā aniccā’ti.
1.6
Whether Realized Ones arise or not, this law of nature persists, this regularity of natural dhamma, this invariance of natural dhamma:
